I don't think a man would ever say that, only a woman perhaps, but I have never had reason to complain I can only wonder at the wonderful female form and whoever designed it must be a man! Just my point you see Us single fellows (when single that is, a long time ago in my case - I think the mini had been invented, the car not the skirt) We would never dream of even thinking those thoughts or, lets face it, get near enough to have such a view.
