I think it's Richenda Carey.
She was in an episode of dinnerladies as the Duchess of Danby with Simon Williams playing the Duke.

Yes, it's Richenda Carey. Victoria Wood does like her own repertory company - my favourite bit from the Christmas special is the costume drama which has the following exchange
