I haven't seen this film but surely your man WAS credited if he had a major role. I hope IMDB's 'complete' cast list is of help: Clash by Night (1964) - Full cast and crew.
Among the illustrious names is ITC director Ray Austin.
John Arnatt, who you mentioned, turned up recently in an episode of Thriller, Sign It Death (1974). His face seems so familiar yet I can't remember where - Only Two Can Play? Randall And Hopkirk(Deceased)? Maybe Hysteria, which also had Jennifer Jayne. I liked that film. Very frustrating when you recognise someone but not sure where from. Anyway, here is in Thriller ...

I haven't seen this film for years, but I think I vaguely recollect that Harry Fowler was one of the criminals in it - he always seemed to be typecast in the 60s.name='Bond Fan']Was it Harry Fowler?
John Arnatt took over from Alan Wheatley playing the Sheriff of Nottingham in the television film series The Adventures of Robin Hood. He also played the police inspector who arrrests Alan Bates in Whistle Down The Wind.
Here is the elusive actor in question from the film clash by night. If anyone has any ideas I would be grateful.

Elusive is the right word. I've not seen him before in any film.
