A wild guess but it sounds like something James Belushi might have said in "The Principal".
A young black kid is shooting his mouth off about how the world is all wrong etc. in teenage fashion, and a father figure guy (not a parent, maybe a teacher?) says
"OK - what would you change?" and the kid says,
"No more police!"
The older guy snaps his fingers; "OK - they're gone. Now what?"
"Get rid of the teachers!"
Again the older guy snaps his fingers; "OK - they're gone too. Now what do you do?"
And this goes on, until the kid is shown that he has no plan, no ideas, just an empty downer on people getting in the way of his fun.
The point is, he's getting a life lesson about thinking and society, and the simplicity of it impressed me - I don't know why.
I have no idea if it's a classic, or rubbish or even a TV episode, but it's stuck in my mind since I saw it.
Any ideas?

I seem to remember both performers were black, though.
And I think it's more recent - and perhaps a little less dramatic - than The Principal, which is a fine film all the same.
