Unknown film

An American film shown on BBC1 probably in the mid-1990s, so possibly made in the late-80s or early 90s.
I only remember the gist of the film - that a man has the ability to tell by touching people if they're going to die soon (a film in the style of say The Dead Zone). When he touches somebody it shows them as exploding in a mass of small pixels. I've never seen it on since.

Yep, that's the one! Still makes me jump.
I didn't realise that telly Savalas was in it. Just about the time he was starting to do the Kojak series wasn't it.
