It's Horrors of the Black Museum (1959).

One of the few films made in "HypnoVision"

It could be Michael Gough's finiest film (if you ignore all the others)

Thanks for that steve,i thought it may have been out of one of the phibes films and i was doing a whole this is supposed to be the 50's thing, but you've put me straight.I watched both that'll be the day and stardust back to back last night and tried to ignore the limitations and really enjoyed them as i had'nt seen them for years, some nice comments on the negative aspects of fame and celebrity."Who'd (no pun intended)be a rockstar?"

Apparently a pair of spring-loaded binoculars reside in Scotland Yard's Black Museum and were used in a real-life attempted murder.

It could have been a good film with more subtlety and not such an unimaginative ending.

I may be wrong but doesn't Anton Diffring kill a woman with spiked binoculars in "CIRCUS OF HORRORS" 1960 or another film?.

I'm not sure Hackett, but I think this film was banned in quite a few countries, any more info on that, mate? Regards, Decks.
