The most influental film-maker to come from the North-East was probably Anthony Havelock-Allan who was born in Darlington in 1904 and died in London earlier this year.
He started out in the film industry in the 1930s directing and producing many low budget films, the so-called quota quickies, during this period he met and married actress Valerie Hobson. In the 1940s he helped to found the production company Cineguild along with David Lean and others. This company produced many of the outstanding films of the period including BRIEF ENCOUNTER and GREAT EXPECTATIONS both of which he co-scripted, plus OLIVER TWIST, BLANCHE FURY and many others. In the 1960s he produced Zeffirelli's ROMEO AND JULIET and RYAN'S DAUGHTER.
The recently published Encyclopedia of British Film calls him 'one of the most distinguished producers in British film history'.

Nobody's mentioned Ridley Scott yet. He was born in South Shields. He worked here (on Z-Cars) before he moved to Hollywoodland.

Also:
Paul W.S. Anderson (Newcastle-upon-Tyne)
John Argyle (Staffordshire)
Michael Armstrong (I) (Bolton, Lancashire)
Rowan Atkinson (Newcastle-upon-Tyne)
Alan Bennett (Leeds)
J. Stuart Blackton (Sheffield)
Brian Blessed (Mexborough, Yorkshire)
Thomas Brasch (Westow, North Yorkshire)
etc. etc.

Look up what they directed on the IMDb.
To find more, go to http://uk.imdb.com/SearchBios?england,+uk and start searching through for those with a director credit.

I'm not sure how far your definition of "the north east" covers. I'm a Londoner.
