Absolutely not - has there ever been a time when the government intervened in the film industry when the results weren't an utter calamity (and usually the exact opposite of what was intended)?
In any case, Bond films have been shot outside Pinewood before - Licence to Kill was made in Mexico. If Barrandov Studios (I'm assuming these are the facilities being referred to) can offer a more attractive package in terms of facilities and pricing, all power to them.
Oh, and a tiny quibble - Czechoslovakia hasn't existed for some thirteen years.
