Smile What would it cost to make a programme?

I've offered wondered what the actual cost would be to make a programme.
After sitting and watching more and more of the same old crap ,which I personally think there's people out there who could do a far better job.
What brought it to a head was a car show called "chop shop".
Having bought my first car aged 15, I have always loved cars.But the quality of that type of show is going downhill. With technology moving on so fast now the cost must have dropped to the point of an independant being able to make not only a programme but surely a film?
Any thoughts?
