I think you're referring to Horace (1982) with Barry Jackson from Midsomer in the title role, but this was a series, not a single drama.
Can't find much on it, but didn't he work in a toy factory? IIRC, he would preface any words of wisdom with, "Mam says......." I have vague memories of some yobs chucking him int' canal in one episode. Good performance from Jackson as the gentle man-child. |

I was thinking it was Joey , but I looked up an entry for this in Haliwells tele guide and that play was about the true story of Joey Deacon.
