This was on TV about a year ago but looked to be made about late 90s/early 2000s

A pair of 10-12 year old step brothers are living with their mum on a seedy estate.

One is a soft white kid always being picked on in the park, the other a hard case black mixed-race kid who sticks up for him). They are befriended by a strange young man who drives around in a small old dark coloured van. Although initially friendly towards them he seems to only want to know them to woo their sister who works in the local shop. The film was taking a more sinister feel towards the final half, but it was about 2am and I had to get some sleep! No probs I thought I'll just rent it from Lovefilm or something next day, only to find it not listed and shortly after that I forgot the title completely.

Ring any bells? It seemed like the sort of thoughtful low budget film that would go down well with real cinema buffs
