horror film involving wishes

I've been trying to find the name of this film I watched a few years ago it must be like a 90's horror film
in the film a college student is given a monkey's paw (similar to the film monkeys paw but not) which grants him wishes, he uses this to wish to be popular and get the girl but there is a killer on the loose as well! I remember that the killer had used a similar monkey's paw to make himself almost superhuman as well. any ideas would be most appreciated

Why is it that in films like that, when someone gets three wishes, they don't make their first wish be an infinite number of wishes?

The first wish is always wasteful, the second one goes wrong & they have to use the third one to correct the second one
