Film in which Prime Minister portrayed as a drunk

I remember watching a film about a fictional British Prime Minister who was a loudmouth drunken thug. He drove around in a car with union jack paintjob if I remember rightly.

I have not seen the film for many years, but I always thought that Oli Reed played the role of the PM. on checking his filmography I think I am mistaken.

The film was maybe late 70s or early 80s. It is not really a classic piece of British cinema, but I would be interested to know the name of the film if anyone can help.

Well apart from the fact that he is Home Secretary and doesn't have a Union Jack paintjob that description sounds a lot like Nosher Powell in the Comic Strip connected and mental as anything Eat The Rich
