Help find the title of a film from my childhood.

As a kid I remember seeing a movie that gave me the chills and I can not come up with a name of it.
It probably came out in the late 60's or early 70's. It was about a girl who went back to her childhood home. Her home was located on the ocean and there was a light house in the movie. This girl had a sister (I believe) who was chained up in her bedroom. The sister was a muntant who would scratch peoples eyes. I remember there being a huge doll house in this sisters room also.
That's about all I remember of it. As a kid, this movie really gave me the creeps and I would love to find it. I would be extremely happy to find out the name of this movie.
