A cop is on the run, he is either bent or in trouble in some way and also takes drugs of some kind, very paranoid.

He finally leaves to live in a desert saloon/house in the US, waiting for his wife to return to him and imagines her return but it is just a mirage.

Could it be Romeo is Bleeding? Think it might be Gary Oldman.
