Default Unanswered: 1970's/very early 80's WWII spy film

Can anyone out there help me try and track down the name of this film. It basically was about two people (man and woman) who were training to be British spys during WWII. They could only know each other by code names. After the training they were sent abroad, I think he may have been killed but she was captured and part of her interrogation/torture was having her head held under water in a bath? I think she also had fairly long dark hair but a point was made of showing it being savagely cut off.
I know its probably a long shot but.............

That's sort of reminiscent of Odette (1950) with Anna Neagle & Trevor Howard.

Fairly close to the true story of Odette Hallowes GC. The introduction includes an interview with Maurice Buckmaster who was in charge of F (French) section, SOE.

This reminds me of "Carve Her Name With Pride"
starring Virginia McKenna, Paul Scofield, Jack Warner...

Cheek! They stole my plot summary from the IMDb

BTW Violette Szabo had quite light hair. Virginia McKenna is very blonde & wore it short throughout the film.

I don't think the film is Odette or the film about Violette Szabo. It sounds more like a TV movie (1979) "A Man Called Intrepid" and the formation of the SOE. David Niven played Sir William Stephenson. However, a character in the film, code name Madeleina (Barbara Hershey) played the role of Noor Inayat Khan, an author of children's books and a member of the royal family of Hyderabad. She was the first female SOE to be parachuted into Occupied France, was betrayed to the Gestapo, tortured (by near drowning), transported to Dachau and shot. She was awarded the Croix de Guerre and the George Cross.
Michael York was also in the film.
Odette I think was filmed in 1950 and Carve Her Name with Pride in 1955/56 so this TV movie more closely fits your timeline.
