Unanswered: childhood slice of life, 50's or 60's

Some vague memories. Story is about a boy, who wants to be liked. Main plot point seems to be the throwing of a birthday party, where he invites everyone at school but they must bring a present. He nails his mothers tablecloth to the floor to act as a carpet, no-one shows for the party. Black and white, industrial north perhaps?

Title anyone?
