I am trying to find out what film this quote is from, its an east london accent:

Yeah i'm assuming it was made in Britain. The quote is the only thing i have to go on though! Any ideas??

It is indeed from 'Made in Britain' 1982.

This was the play that catapulted Tim Roth to fame as the violent skinhead with no redeeming qualities whatsoever.

If memory serves, I think Harry (Parker) was played by Eric Richards (Sgt Cryer of 'The Bill').
