'Schindlers list' is the only B & W Movie I'm aware of from the 90's.......can't think of anymore!
The 1990s had a particular style and sensibility in film making. I saw a 1990s film which was black and white and was about a man who takes up steeling from people who are oblivious.
Can anyone remember a decent british 1990s indy or otherwise black and white/film noir film which they care to mention? or even name the one I've forgotten above?

In the Bleak Midwinter, a hilarious film directed by Kenneth Branagh is a black & white film that springs to mind.

The film is probably Christopher 'Batman' Nolan's Following; his debut before being whisked off to Hollywood.
Yep, definitely Following.
