It sounds familiar to me.
I left the UK in May 1977, so that may help to narrow the time frame a bit.
Okay here is a tough one because I can only remember one very specific scene for sure, the two others I recall I think were from the same show but I am not sure.
This may have been a childrens TV show, but it was, if I remember correctly broadcast on the weekend, I don't know how many parts there were, probably somewhere between two and four but I only saw bits of two episodes.
The whole premise of the main story line revolved around a girl who had been kidnapped and found herself locked in an upstairs room of a large house that had a small window looking onto a gravel forecourt below. it has something to do woth her father because towards the end of the same episode he is brought to the house by the bad guys unaware that his daughter is being held upstairs. That episode finishes with him leaving for his car outside when she see's him and thumps at the window screaming. I can't recall if he see's her.
The room she is held in is white, and if I didn't know better I would say this sequence was filmed at pinewood by the main house that was also used in Who Dares Wins.
The two other clips I remember, I am fairly sure the first one is from the same show, the second I am not sure about. Two young lads are on the case to find the kidnapped girl. At one point they are being pursued by the bad guys and try and avoid them by jumping on a bus, however with no money the conductor throws them off, and they are soon caught.
The third clip may or may not be from the same show, another young couple, a man and a blonde girl are camping just outside of town, at one point the woman goes in to get some sandwhiches and they eat them by their tent - as boring as this scene sounds I seem to remember it was part of the same show, and the couple had some connection to the girl who was kidnapped or would see the people who did it.
I am guessing this would have been broadcast sometime between 76 and 1980

It sounds a bit like one of Enid Blyton's "Famous Five" series. There might well have been a kidnapping and the time-frame is about right - 1978.
