Mayhem in Latin America......

Hi everyone!.......trying to recall a Movie I recall seeing at a Cinema early/mid 90's (definitely not 80's) is one where there is a lengthy scene in a Latin American Country, there's a long street and all the residents are batoning down the hatches, etc; as they are aware something is about to happen, it does in the form of a lot of gunning, explosions, car smashes, etc;.........all to do with Drugs maybe?.......but this scene is the only one I recall......I honestly can't remember the Title!

I think that may be the Film I'm thinking of Howse (and thank you for your reply also Graeme), I just could not think of the main star or the title, I recall seeing it at my local multiplex on release and wish to see it again and having checked IMDB I'm now sure it is.......
