This one should be easy but I can't find it.

A couple go to a football match...maybe the cup final. He proposes to her in some public way (I think)....electronic scoreboard maybe?

I don't recall if she was as much a fan as him or if she just shared his interest.

Default The Lovers 1973

The scene you describe is close to the final scene of The Lovers! (1973) which was based on the TV series.
In the scene Geoffrey takes Beryl to an empty Manchester United stadium and she gazes lovingly towards him. The scene changes so that the stadium is full - and she is still staring at hm, oblivious to the football. He doesn't propose though.

Just home after a week away.

Unfortunately it was none of those suggested. It was far more recent. I had thought Saskia Reeves was in it, but there's nothing that fits on IMDB.

I'm guessing late 80s or early 90s.

I'm not sure about the scoreboard scene or the years you list as being the time you remember seeing the film.
Otherwise two films fit the storyline you mention.

'Fever Pitch' (1997) starring Colin Firth and Ruth Gemmell - a romance centered around Arsenal winning the Premiership.

'My Summer With Des' (1998) a film made for television starring Neil Morrissey - a romance centered around the 1996 European Championship.

Both male leads in the two films are football fantatics who fall in love with ladies who are not fans.

None of these either I'm afraid.

Maybe it opened with them loading up the car ready for the trip.

It may even be that she was cooling down the relationship and was a bit put out by the proposal.
