It's a bit later than the mid 80s, but how about Eric Rohmer's A Tale of Summertime? It's French, and that pretty much sums up the plot, IIRC.
This is a real long shot. People will probably only know about this film if it has a cult following. In the mid 1980's there was a film about a teenage girl possible Spanish or French who on her summer holiday goes to stay with friends or relatives. It's set on the coast somewhere in Spain or France. While on holiday she makes friends, meets a boyfriend, spends lots of time on the beach. To be honest I don't remember there being subtitles so it might have been a British film, but I doubt it. Quite possibly a French or Spanish film.

This I do believe is correct. Just ordered it on DVD. Never thought anyone would know this. Was it any good? I seem to remember it was. I was about 15 at the time so maybe that's why I liked it so much.
