thriller, people get pulled into the sky by whirlwind

I really hope someone can help me name a film, it is a thriller and was in theaters approx 3 to 6 years ago. In this movie, children disappearred and a mother and her ex husband went on a investigation. While driving in the car at night being chased they get into a car crash, the car gets hit from the side and this is filmed from inside the car, looked really cool. Later on in the movie you see people being pulled up into the air by a whirlwind of somekind. This also happens to a fat afro american woman who worked at childrens services or the police while she is standing outside talking to the main character. I thought that the main character was madeleine stowe, but can't find this movie on imbd so it prob was someone who looked like her. Pleeeaaase help me remember the title, it's driving me crazy!
