This seems familiar. It was definitely a contemporary film set in England. I remember being frightened as my sister told me it was based on a true story

Well, this was a 'true' story...it was part of the Edgar Lustgarten 'Scotland Yard' series. I watched it a month or so back, and it seems to be the one your looking for.
