I remember a children's drama series in the early1970s where a group of kids built a town or village from old timber and scrap materials. It had some sort of a strange name.

It could be the BBC Childrens programme/drama 'The Changes' which was broadcast in 1975?

There was also an Australian series (first shown in the early 1960s) called The Adventures of the Terrible Ten in which a group of kids create and run a little town.
