Or is the photo reversed?

Medals are usually only worn on the right when you are wearing the medals won by a member of your family who is no longer around.

Men usually also have the left side of their jacket overlapping the right side so I think it was really reversed

Nope - he was in a foreign navy(not American) in the early part of this century. I have to say, until I sourced these pics, I had no idea what a handsome devil he was in real life.
