Does anyone know the answer to this one? I don't!

I live above a star but never burn.
I have 11 neighbours but they never turn.
My initials are p,q and r and sometimes s.
What am I?

The number 7 on a mobile phone keypad



It's above the star. It doesn't usually burn although it might if enough heat is applied

It has 11 neighbours, there are 11 other keys. They don't turn, they just click

Its initials are P, Q, R & S
Some didn't include the Q

And an ordinary phone - mine, anyway. Actually, it isn't on my smart phone, which threw me at first as I'd thought it was the answer.

here's a riddle-who am i?
i make lots of noise when i turn up late,
will i pick the bag up?-it depends on the weight!
i won't take it either if it's the wrong shade,
i don't do my duties but still i get paid,
as every day passes i do less and less,
it's mostly my fault the street's in a mess,
my general behaviour is flippant and lax,
why not ask the council just why you pay tax.
