Looks like another Lindsay Shonteff film to me so the man in white could be Nicky Henson ,Gareth Hunt might even be Tom Adams but I dont know the film,sorry(without cheating on imdb that is !)

Of his films Spy Story is quite good as is The Fast Kill, the rest are pretty ropey, but often worth a look to see what can be achieved on an ultra low budget.

IMDB says he died last year...

It's a strange one, it was a short and they've bookended it into a feature. There's a hint of a modern version of Billy Liar to it, he's an artist in a dead-end job and longing for the girl (Emilia Fox), and can stop time and step into a netherword. It's a bit unfocused, as if the director didn't know whether to head down the Donnie Darko alienation/fantasy route (at one stage there's another unseen person in his netherworld) or make a rom com. The imdb page is very positive so it may become a cult film that slipped under the radar on release.

It looks to have become a victim of the 'no distribution' fate that befalls many films, and is bizarrely better known in Europe and the US than it is at home. Sad considering it's better than the vast majority.
