It's not a P&P film. If there's a connection it must be that one of the cast or crew was also in a P&P film. But that cuts it down to almost everybody who was any good who worked in British films in the 1940s

They would seem to be shooting at aircraft. And that vehicle looks a bit strange, almost like a standard car with big wheels.

But beyond that, no idea

Right, I see the P&P connection now. There were 3 people in this film that had (small-ish) roles in P&P films. The trouble is that as I said, that link applies to almost everybody who was any good who worked in British films in the 1940s

Well it looks like Gordon Harker's wearing a sailor's cap and the bloke being helped into (ot out of) his greatcoat has a sailor's lanyard & collar visible.
