Another vote for Eric Porter, although Henry Daniell was good in one of the Rathbone films.
Daniel Davis in the Star Trek franchise one of the few attempts to flesh out the character( if you can flesh out a hologram).

For me, Eric Porter was the definitive Professor Moriarty ...
I think he was the only actor playing the part to gently move his neck from side to side ...
in the manner of a reptile ... as described so chillingly by Conan Doyle.
I think this classic confrontation scene between Jeremy Brett's Holmes and Eric Porter' Moriarty is one of the finest pieces of television I've ever seen ... two brilliant actors at the very top of their form.
Sizzling, razor-sharp dialogue ... an acting masterpiece ...
I love Jeremy Brett's sideways flick-glance of his eyes to dismiss ... 'Mister Moriarty!' Wonderful!

Mrs. Peel, although he's far from being my favourite Moriarty, Andrew Scott did the neck movements too (as requested by Mark Gatiss!) in "The Great Game".
