Film identification please

A US film I saw on BBC1 in the mid-1990s so probably made in the late-80s or early 90s.

The gist of it is that a man has psychic powers and he can tell when he touches somebody if if they're going to die soon (something in the style of The Dead Zone film). When he touches them they are shown as exploding into a mass of pixels on the screen in an effect that made me jump at the time. I haven't seen it on since. Thanks.
