There was a big row over this some years ago, when a film called Dual was shown on a regional commercial station. At a not-so-later date, complaints come in, when an episode of The Incredible Hulk was broadcast, which featured extracts from Dual.
This subject is given a humorous treatment however, in an episode of Hancock's Half Hour, in which Sid James and Hancock become baby sitters, and turn a television set on. Sid is taking the programme seriously, and Hancock comes out with comments to spoil Sid's enjoyment. This includes the subject of stock shots.
I suppose it is an economic way of making films, but whether the film public see it that way is another matter.
