Only if they have a good VCR. Most American VCRs won't play them.
The Americas use a standard called NTSC (Never The Same Color

), most of the rest of the world uses PAL.
PAL is a higher standard (more lines of dots on the screen).
PAL equipment can easily lower its standards to play an NTSC tape so we can play tapes from the States. But NTSC equipment has difficulty in raising its standards to be able to play a PAL tape.
If they could play it they would probably know already because they would know that they bought their fancy VCR just because it could play them
