I have a good many DVDs I have picked up in dollar stores, making them as inexpensive as a DVD can be. I am pretty sure this means they are in public domain, making them unprotected. Right?

Why do you assume they are public domain?

I bought some dvd's yesterday starring Ronald Howard - all legit releases, all cheap as chips....but I'm sure they aren't public domain because they were cheap to buy

Let's just say I suspect they are public domain. Were your DVDs exclusively Sherlock Holmes episodes?

A lot of people claim a title is public domain when it isn't really.
The laws differ between different countries.
You can read explanations like the one on the Wikipedia but you often need a law degree to untangle all the variations.

The Internet Archive suggests that only one Sherlock film is in the public domain: click here although I don't know whether their list is considered definitive.

Has anyone downloaded any of the PD films on the site? I suspect the quality will be dire which is deterring me downloading masterpieces such as Reefer Madness.

It is quite rare to find British film in public domain - but this term is often used to denote titles whose production companies have ceased to operate and there isn't anyone around to sue you.
