Yes, it's basically the case that the only thing that will do any region locking on the DVD player on your computer is Micro$oft's Media Player.

As is so often the case, the Micro$oft solution isn't the only solution and isn't the best solution. But because it comes bundled with the system it's the only solution most people are aware of
