I think those were the standing sets left over from Sir Cliff's FINDERS KEEPERS at Pinewood. They were subsequently recycled in MAN IN A SUITCASE - most noticeably in 'Variation On A Million Bucks'...

I haven't watched the whole series of THE BARON for a good long while, but as I recall it was an ABPC Elstree job and (assume) as most things would have been shot on what we at home respectfully call 'Elstree Corner' - i.e. the standing sets on the backlot there.

I may well be wrong - if you can recall the Baron episode you're thinking of Bats, I'd be intrigued to have a butchers...

Oh crikey .... it was one where Mannering was involved in a bit of skullduggery in a 'banana republic'. I will try and work out which one it was.

"The Long, Long Day" features nearly every corner of the ABC Elstree backlot town. There is a decent section on this at Avengerland.

Pinewood had a Mexican/Eastern European town that appeared in Man in a Suitcase, The Persuders and even UFO "Mindbender" in the gun fight sequence.

Shepperton had an Eastern European farm/hamlet that apperared in Danger Man and Dalek Invasion Earth (the fire engine drives through it scattering chickens).
