Default Animated Nuclear Disaster Flick ?
If I rememeber correctly this came out in the mid-late 80's, perhaps the title had "Wind Blows" in it ? As I recall it was a post atomic bomb in Britain cartoon, with the characters speaking in regional accents. Your starter for ten Bamber...
