i think this is a US film called 'when a stranger calls back' (sequel to 70s 'classic' when a stranger calls) with jill schoelen. at the end of this film the killer paints himself to blend in with the wallpaper etc of a house. it is a really creepy film, especially the opening sequence involving babysitters, ventriloquists etc.
