Some users has those cool pictures of players under their name - how can I get my own avatar?

I had read this but I don`t know if I can use my own custom avatar from my pc?

I am ashamed that you are my kinsman. Go into "User CP" and go to "edit avatar" and it is blindingly obvious how to put up your own picture, and stop showing up Germany!

In fairness - I would not be able to go on to a German language bulletin board and be able to follow the instructions. And as for my avatar, I was actually just changing the wheel when it started....
