It's a terrible shame, though not all that surprising as videotape was very expensive at the time and routinely re-used, leaving 16mm telerecordings as the only record. Once foreign sales dried up for b/w shows they were dumped to save on storage costs. Another victim of this was The Trollenberg Terror - at least this, like The Strange World of Planet X, had a movie made from it, so some record of its content survives.
Some ITV companies (Associated Rediffusion is the most notorious example) dumped most of their video archive in a fit of pique when they lost their franchise. Under those circumstances it's surprising how much has survived.
