All this will do is create a 'TV licence' situation where those that can afford it comply and those who can't simply don't.
Who will enforce this law? The police are overstretched as it is and I can hardly imagine them being keen to attend a reported unchipped dog. I can't imagine the RSPCA being in favour of extra duties either so will there be a new patrol roaming the street with digital scanners looking for an excuse to take any unfortunate stray to the pound or vet?
Another example of the Government pandering to minorities and fishing for votes amongst the paranoid sector that believe all young men under 21 own a rabhid pitbull that feeds on the children of the middle classes.
