Maybe riggers when they were fitting out the ship. But once it was all completed and was sailing then the Bosun's call was used to pipe various instructions. Recreational whistling wouldn't get in the way of one of those.
Anyway, the "whistling up the wind" reason was what I was told when sailing offshore with RN personnel and when doing various courses at RN shore stations
