Lilliputian is a nationality only, of course. If Gulliver had taken up citizenship of Lilliput, he wouldn't have automatically become the size of my thumb. Also, most Lilliputions are much smaller than any dwarfs or midgets you might usually expect to meet - and so probably come under an entirely different catagory - fictionalis shortarsicus or somesuch.
