Yes, it's annoying, isn't it Edward.
My biggest gripe isn't so much the edits themselves. It's the fact the buying public are left 'in the dark' about them.
Unfortunately, many commercial DVDs have fairly small profit margins. Music (in particular) within a series to be released can often be very expensive to clear (copyright wise), usually to the point that it would be commercially un-viable to release the title at all. So 'contractual edits' are sometimes necessary.
In the case of Only Fools & Horses, these edits have been particularly badly done, with entire scenes removed from some episodes.
The irony with this particular series DVD release is that it's sold well enough over the years to the point they could have afforded to pay for the music rights and still make a profit!
As much as I love the series, I've always decided to stick with off-air recordings myself.
