There seems to be two different issues here...
The first is the presumption that an answer is correct. If it can be proven (by posting a link to an image) that a guess is correct, then I see no problem with continuing the game. Occasionally the setter of a question will forget that he/she has set a question and it may some time before they remember and revisit the page.
The second is the length of the time after an answer has been verified before a third party steps in with a new question. I reckon that a couple of hours is fine (traditionally someone stepping in would preface their picture with "It's been a while"). The member who guessed correctly and 'missed' their turn can always claim it later.
NtF (and its younger sibling NtWoS) have introduced me to more films that I would not otherwise have considered watching than any other thread on this forum. We don't want too much codification - that reeks of rule books and committees and the next thing you know it's Rugby League and Union all over again
