I saw this movie as a boy of about ten. That would be mid-fifties. It involves a rescue attempt of a downed sub during a storm. The surface navy manages to locate the sub, get an air hose down, and mark it with a buoy flying a flag. The rescuers are racing against the oncoming storm.
What made this movie so memorable was that on fifties American TV, the good guys always won, and rescues always came through in the nick of time. In this movie, the storm came up and the rescue had to be abandoned. The final shot was a long slow pan out from the buoy, with the flag whipping in the wind.

The sub crew is trapped with the air running out. Everyone at their home port is hoping they make it...
I think John Mills is the captain. Early 1950s, unless I dreamt it.

He once said in an interview that he got all the submarine films because he was quite little and could fit into them easier than most other actors

Maybe that's one reason why they went out of business, if they released poor quality recordings too often.
I only ever bought a few things from them, and the quality on those was fine

We just received the Region-1 release and it's done very well, although there are no bonus features. The movie's enough. Hardy Kruger in THE ONE THAT GOT AWAY finally made it, and the R-1 release of CARVE HER NAME WITH PRIDE replaces R-2's copies now. DRM is going to be a total pain, I can see.
