I originally thought the grey/blue phone box in the the episode could have been Ireland or Scotland until I read about this colour scheme being used in areas where the bright red phone boxes looked out of place.
Does anybody recognise the Cornwall Public Records Office from the same episode? It's probably more likely from the Herts/Bucks area.

I learnt to swim there in the 60s and after the war my mother collected money at the entrance for the amateur boxing matches, then paid out the winners and losers at the end of the evening. The building has just re-opened after a £25m refit. You could have a bath there in the mid 1970s for 9d and the water was strictly limited by a guy with a big spanner who put only so much water in the bath! The water for the swimming baths came from a well at the rear of the baths. Bit of history for you!
