There's quite a lot of photos of the Rank Hovis Mill and the Millenium Mill on the internet and they look too new. I'd be more inclined to think we are looking at old 'city' warehouses. Did Hovis have a warehouse/distribution centre/bakery in the city? Butlers Wharf, St. Katherine's Docks etc.?
The episode features locations along the river all the way from Chelsea to the Tower. The photo above is supposed to be an annex to the Public Records Office.

No - this is a static establishing shot.
There are no other shots of the same area. Given that this is supposed to be a public records office the choice of shot seems quite odd.

This shot would be better used to establish the numerous warehouses full of empty cardboard boxes seen through out the series.
there was a Hovis mill on the banks of the Thames in Battersea but it doesnt look right to me
might have an idea about this being an old factory in shepherds bush which got knocked down but the house to the right of shot might still be there will check it out next time im in that area
I'm sure somebody will recognise those gate posts and the curved upper window lintels

Sad I know but last night I looked at every Geograph photo described as "warehouse" in the London area without success
