    You've got it!
The actor on the left is Tim Turner, who played Peter Brady, The Invisible Man and was well known for his voice in many Rank release trailers, "Look at Life" and re-voiced Todd Armstrong in "Jason and the Argonauts" (1963).
The actor on the right is Anthony Dawson, who played the wicked Marques Siniestro in "Curse of the Werewolf" (1961), Professor Dent in "Dr.No" (1962). He played, but not voiced, Ernst Blofeld in "From Russia With Love" (1963) and, I believe, in "Thunderball" (1965), and he is not credited on IMDB for that appearance.

This is only a guess, and I don't think it is correct is it a film called "Terror"?

Well, it is British and made in 1970. A comedy horror type of film. Directed by Freddie Francis.

He is 'The Face At The Window' (1939) starring the great Tod Slaughter.
